To an evil man God's laws and commandments are a burden and a curse.
Psa 1:

5 Therefore the ungodly shall not stand in the judgment, nor sinners in the congregation of the righteous.
6 For the LORD knoweth the way of the righteous: but the way of the ungodly shall perish.

The righteous take delight and rejoice in all that God does.
Psa 40:
8 I delight to do thy will, O my God: yea, thy law [is] within my heart.

The evil man groans and complains and finds fault with each and every Act of God.
Psa 10:
4 The wicked, through the pride of his countenance, will not seek [after God]: God [is] not in all his thoughts.

A good man is holy and is thankful for all the things of God.
Mat 12:
35 A good man out of the good treasure of the heart bringeth forth good things: and an evil man out of the evil treasure bringeth forth evil things.
